INTRODUCTION

Sections 3, 5 - 7 and 9 of these rules are the requirements, consistent with the objectives of technical regulations and subject to mandatory compliance, taking into account paragraph 1 of Article 46 of the Federal Law "On Technical Regulation".Section 8 of these rules are the requirements, consistent with the objectives of the Federal Law "On energy saving".

1. Scope

1.1.These rules and regulations apply to the design of new, reconstructed and capitally repaired public buildings up to 55 m * with basement and multi-level parking, projected on SNIP 21-02.The requirements of these standards also apply to public utility premises, built in residential buildings and other objects corresponding to the sanitary-epidemiological requirements to public buildings, embedded in these objects (hereinafter - public buildings).

1.4.The provisions of these regulations should be followed in the design of buildings and premises of institutions and enterprises of different ownership forms, and various organizational and legal forms.

1.5.List of the main groups of buildings and public premises, which are subject to these rules and regulations is given in Appendix A.

1.6.The terms used in the text and their definitions are given in Annex B.

1.7.These rules do not apply to the design, seasonal and mobile buildings for public use.

2. Normative references

Normative documents for which the text of these standards referenced are shown in Appendix B.

3. General requirements

3.1.The layout and equipment of buildings, groups of buildings or individual rooms, as well as areas for public use facilities intended for direct services to the public and accessible, in accordance with the design task for people with disabilities and other low mobile groups of visitors (spectators, customers, students, etc..), must comply with SNiP 35-01 and 35-101 SP and SP 35-103.

3.8.In public buildings as a means of vertical transport can be used elevators, escalators and moving walks (moving walkways), lifting platform for the disabled, as well as other devices for vertical transportation, taking into account the design technology of functioning of the object.

3.9.Passenger elevators are provided:

in public buildings - at the level of the floor of the upper storey of 9.9 meters or more from the level of the first floor;

in spas and sanatoriums;in hotels, camp sites and motels "three stars" category - at the level of the top floor of 6.6 m or more from the floor level of the first floor;

in building hospitals and maternity hospitals, ambu-latorno clinics;in the buildings of public social service agencies, as well as in hotels and motels digits "five stars" and the "four-star" - at any height of the building.

3.12.The distance from the door of the most remote room to the door nearest passenger lift should not exceed 60 m Width

3.14.In public buildings should provide domestic water, fire and hot water supply, sewers and drains, in accordance with the requirements of SNIP 2.04.01 and Annex I.

3.15.In public buildings should include heating, ventilation or air conditioning to ensure proper temperature, humidity, air purification and disinfection.

Heating, ventilation and air conditioning of public buildings air should be designed in accordance with SNiP 41-01, SanPiN 2.1.3.1375, JV 02.05.1198, GOST 30494, GOST R ISO 14644.4, GOST R 52539 and the requirements of these standards.

3.16.In public buildings must provide for electrical lighting, telephone communication network with access to the public telephone network, receiving network television and radio broadcasting, wire broadcasting network.

3.18.Electrical devices of public buildings, and in necessary cases - backup power sources should be designed in accordance with the requirements of SP 31-110, GOST R 50571.28 and electrical codes.

3.19.Lightning protection of public buildings is performed based on the availability of television antennas and tubal holders telephone network or the wired broadcast network in accordance with SB 153-34.21.122.

3.20.Domestic gas supply systems of public buildings should be provided in accordance with SNIP 42-01.

Installation of gas equipment in the kitchens of preschool educational institutions, canteens and cafes theaters and cinemas are not allowed.

3.21.Through openings in buildings at ground level or first floor (hiking and other walkways or driveways), not intended for the passage of fire engines, it is permissible to do any configuration, subject to the height required for the smooth passage or transit.

3.24.Roofs should be designed with the following requirements:

3.25.Design of public buildings and facilities with parameters outside of these standards and requirements, as well as produced according to special technical conditions in accordance with the established procedure in the absence of technological norms of their design.

4. Requirements for the basic premises

4.1.The composition of the premises and the area determined in accordance with the functional processes of the technology appropriate types of public buildings, and in accordance with the calculated guidelines that are outlined in the present regulations.

4.2.Lowering standards areas established for individual rooms or groups of rooms should not exceed 10%;as for the rooms, built-in homes, -15%.This reduction standards should not impair the process of activity in these areas.
