INTRODUCTION

This SNP contains rules and regulations for a group of buildings and facilities, with a number of common functional and space-planning features and intended primarily for mental labor and unproductive activities that are different from the buildings to carry out activities for the production of wealthor services to the public.

1 SCOPE

These rules and regulations apply to designand construction of newly built and reconstructed buildings of institutions and organizations, the list of which is given in Appendix E.

Standards apply to buildings regardless of whether they are being built at the expense of the federal or municipal budgets, organizations, developers, engaged in the construction of buildings for its own purposes or for subsequent lease.

These rules do not apply to the design of buildings of the Presidential Administration, the State Duma and the Russian Federation, customs;embassies and other facilities of the Ministry of Foreign Affairs of the Russian Federation, located on the territory of other states;public records of the building of laboratory and pilot-production buildings and special facilities of research institutions, as well as office space, placed in mobile buildings.

3 tERMS aND dEFINITIONS

this document uses the terms, definitions are listed in annex B, as well as other terms and definitions are taken by the regulatory documents listedin Appendix A. in section 6, "Fire safety" adopted the terms and definitions given in GOST 12.1.033.

4 GENERAL

4.1.Design, construction and reconstruction of buildings must be in accordance with the requirements of these building regulations and other legal documents that establish the rules of design and construction.

4.2.Placement of buildings and structures on the site designated for the building must conform to current legislation, SNIP 2.07.01 and other normative documents for design and construction, as well as architectural and planning tasks and building permits.

4.3.In the design and construction of buildings of institutions should be ensured their accessibility for people with limited mobility, working or visiting the building in accordance with the requirements of SNIP 35-01.These requirements are specified in the design assignment with determination, if necessary, the number of people with disabilities and types of disabilities.

4.4.In the design of institutions placed in the volume of residential building, should, in addition to these rules, guided by the requirements of SNIP 31-01 set for public premises, located in residential buildings.

4.5.The buildings are allowed to provide production and storage facilities required technology institutions and activities included in their composition, which must be reflected in the design assignment.

4.6.Load-bearing structures of buildings must be designed and constructed so that in the process of building and settlement conditions precluded the possibility:

damage or structural damage, leading to the necessity of ending the use of buildings;

unacceptable deterioration of operational properties of structures or buildings in general, due to deformation or cracking.

4.7.Structures and foundations of buildings should be calculated on the perception of these loads and impacts:

constant load of its own weight bearing and protecting designs;

snow load for the construction area;

wind load for the area of ​​construction;

dangerous geophysical impact in the area of ​​construction.

4.9.Foundations of buildings must be designed taking into account the physical and mechanical properties of soils, provided for in the SNIP 2.02.01 (for permafrost - in SNIP 02/02/04), the characteristics of the hydrogeological regime of on-site construction, as well as the degree of aggressiveness of soil and groundwater in relation to foundationsand underground utility networks and the need to ensure the uniformity and minimum speed pellet bases under the elements of the building.

4.10.For buildings and premises of institutions should include a system of hot and cold water supply, sewerage, drains, fire line, in accordance with SNIP 2.04.01.

5 REQUIREMENTS FOR ACCOMMODATION

5.1.The rooms in the buildings for administrative purposes, as a rule, consists of the following basic functionalities:

a) Senior Management;

b) working premises of structural units of institutions and organizations;

c) facilities for meetings and (or) conference facilities;

g) placing information and technical purposes, including: technical libraries, design offices, archives, facilities information and computer technology, etc. depending on the design assignment;.

e) the premises of welfare services, including catering facilities, medical care, sanitary, household premises for maintenance and operating personnel, sports and recreation facilities, etc .;

5.3.Composition and floor space for means of information and computer technology and communication, as well as requirements to them are determined by specific terms of reference annexed to the design assignment.

5.4.The composition and area of ​​specialized premises of buildings of financial institutions, banks, judicial and legal and other institutions are defined in the design assignment in view of departmental regulations and (or) codes of practice.
